Project Description

As depicted on the Map Exhibit showing the proposed layout of the roadway project, the transportation and utility improvements would be constructed on undeveloped property between Highway 468 (Flowood Dr.) and Highway 475 (Airport Rd.). The proposed roadway is approximately 4500 LF in total length and would provide a continuous access corridor between Highway 25 (Lakeland Drive) and Airport Rd, thus providing much needed support to the City’s transportation system by potentially relieving two of the busiest intersections within the City of Flowood, and likely within the State, Airport Rd @ Lakeland Dr. intersection & Flowood Dr. @ Airport Road intersection.

These MS Highways serve as arterial corridors that are very important to the transportation systems within the City of Flowood, Rankin County and the State. As represented by the illustration below, the existing traffic counts for Highways 25, 475 & 468 indicate that the Annual Average Daily Traffic volumes for each of these roadways is considerable. In addition, potential routes for North-South connector roads within the City of Flowood may be restricted pending construction of the proposed Airport Parkway project.

The proposed project will include roadway, water system, sanitary sewer system and storm drainage infrastructure improvements along the approximate 4500 LF corridor. As shown in the proposed street typical section included in Section III, a four-lane, median-divided roadway with curb & gutter is proposed to be constructed via the potential tax assessment project. This proposed street section is the preferred alternative for the roadway project due to multiple benefits provided by the four-lane section. In addition to improvements added to the local transportation and utility systems, the project will be constructed on property that has been acquired by JCMP Development, LLC and other entities/partners, which includes approximately 130 acres of undeveloped property. Also, there is the potential that additional property would likely be developed within the immediate vicinity as a result of the proposed street and utility infrastructure included within the proposed project.
